Individuals who only have a “leasin agent” license? Are they still considered as a real estate agent?
Can they state that they are a “real estate agent”?

Since they have to have a real estate license they sort of are, but it will depend on what their broker hired them to do. If their broker has approved of them both leasing and selling then they would be a “real estate agent”. If the broker only approves of them leasing they are a “leasing agent”. The word agent simply implies they are doing the grunt work for the actual license holder, which is the broker, the broker dictates what his hires do or do not do.

No. In many states it is legal to manage one property that you don’t own. That means that the leasing agent does not have to be licensed. Unless they start to manage multiple properties.
